What means-tested housing means in BC

Means-tested (and similar below-market) housing is rental housing where rent or access depends on your household income, size, or situation, not only on open market rates. In British Columbia these programs are run by municipalities, non-profits, co-ops, and housing authorities, often building by building. There is usually no single provincial application that covers every program.

Rentable focuses on this middle layer: options for renters who often earn too much for deep subsidy programs but struggle with market rent, as well as routing when lower-income or urgent pathways (for example BC Housing Registry, SAFER, or RAP) are a better fit. We do not list private market Craigslist-style rentals or BC Housing supportive complex-care housing.

Eligibility rules change by program and city. Common factors include household income, household size, age or disability requirements for some buildings, citizenship or residency rules, and whether you must join a waitlist or registry before you can apply to a specific home.

How housing eligibility is usually decided

Operators set income ceilings and sometimes rent formulas (for example a percentage of income). Limits often differ for a studio versus a two-bedroom unit and may update each year. The quiz compares your income band and household answers to the thresholds we have on file for programs in your chosen cities.

Geography matters. A program may serve only one municipality or region. The quiz asks where you live now and where you want to move, so results are not limited to a single city by mistake.

Some programs require BC Housing Registry enrollment or an active application with a provider before you can be offered a unit. The quiz can factor registry status where we track it.

Final eligibility is always confirmed by the program operator when you apply. Waitlists, unit turnover, and rule changes can all affect outcomes after the quiz.

Missing-middle renters: Many people use Rentable when they earn roughly $60,000 to $150,000 and want to know which below-market programs they should explore in BC.

Lower income or urgent situations: If you are on a lower income, unstably housed, or fleeing harm, the quiz routes you toward appropriate pathways, for example BC Housing Registry, SAFER, RAP, or other urgent options when our data indicates those are the right next step.

Above program ceilings: If your income is above the programs in your areas, the quiz will say so honestly rather than show a misleading match list.

Rentable is for renters, not landlords. We do not list private market rentals.

What you will need

SAFER (Shelter Aid for Elderly Renters) and RAP (Rental Assistance Program) are BC programs that help eligible renters with rent costs. They are not the same as a below-market apartment listing. When your answers fit those pathways, the quiz points you to next steps and official sources.
